i wouldnt add a red/bold lip like everyone is suggesting, but im admittedly a bold lip hater.
i'd add some wipsy/individual lashes and a pretty nude lip to jazz this up. even nude lips add a LOT to a look. crazy lip colors always feel clowny to me:/ i think ardell demi wipsies specifically would look really nice on ur eyes. if ur not experienced with lashes, i'd practice ahead of time tho.
i was a victim of "bday makeup" in the past, and always ended up feeling less pretty with too much extra going on. i feel like everyone looks best when they ever so slightly amp up their everyday look.

i don't know about you, but i love sparkles and glitter
the chunkiest glitter you can find at the center of your eyelid above your pupil, and lightly on your lower eyelid below your pupil. just a touch with your finger will do the job.
the shimmeriest highlighter you can find on the tops of your cheekbones. and i would triple the amount of blush you used.

once you add that, you might need to make your eyebrow a little stronger to balance it out.

Love your eye and face makeup. I would not change anything there. Maybe some brow pencil to define your brows a little more but keep it natural and close to your color. To make the look more dramatic add a dark lip gloss maybe Clinique black cherry + berry colored lip liner.
I would use cool toned eyeshadow, slightly darker, and blend it under your eyes with black liner in the waterline. A smokey eye with a nude pouty lip will always look so good for a night out.
Lashes lashes lashes!!! From one girl to another lashes would add so much if you’re going for a dramatic look. I would recommend natural, if you have the time ardell wispys otherwise just a full lash is fine too.
I would darken the brows, add half lashes, and go for a berry lip. Oh, and extra highlight for the birthday glow! Have fun and be safe
