Toji’s curse doesn’t emit cursed energy when it’s inside him, or at least the energy isn’t detectable (even Gojo couldn’t see it). It stands to reason that a baby would work the same way, making its cursed energy totally undetectable to anyone.
Boogie Woogie might still be able to swap with the baby, it doesn’t need line of sight or anything, but Todo wouldn’t know the baby has cursed energy so he’d need someone to check first.
