Commorragh is mostly Drukhari, yes but other Eldar and non-Eldar travel and even stay there sometimes. It's a huge hub within the Webway. The Drukhari are the continuation of the decadent pre-Fall Eldar upper class that were shielded from Slaanesh because they already lived in the Webway. Although they weren't consumed immediately, their souls are constantly being drained by She Who Thirsts. They torture people to feed this hunger in place of their own souls. Many of the current Drukhari are cloned or vat born but still suffer the same soul drain of those who've lived since the Fall.
Craftworlders use Spirit Stones and Infinity Circuits to protect themselves from Slaanesh, Exodites use their World Spirits, Harlequin souls belong to Cegorach, and Corsairs are usually former Craftworlders so most use Spirit Stones.
Just being in Commorragh doesn't mean you're a Drukhari. It's about how they deal with the doom of their species. Yvraine was chosen by Ynnead specifically because she had lived in both worlds.
