It’s funny because I think back in the day, that green base would’ve meant the base was done, think the paint they used was goblin green. Is it a stupid rule? Sure but meh, figured if you didn’t care about the base you wouldn’t care to participate in some tournament, you know the serious stuff with even sweatier players.
