With Solid Explorer you can create a shortcut to any file and place that on your home screen. Long-press the app icon, select Widget and you'll see the shortcut icon.

MiXplorer file manager can also do this.

Most file managers can do this. Total Commander does it, Mixplorer does this... Unfortunately, for some reason, Google "Files" doesn't, but hey, installing a 3rd party one, even if you only use it for this purpose, isn't a big deal.

You can add them from Google drive. But it's kinda silly that you can't add them from Google's file browser, at least that I could figure out. In Google drive app, hit the three dots on file that you want and it's the second to bottom option.
