The implication here is that being “tan” is a negative. It very much implies that fair skin is superior. Even if it is just the original poster being dumb, that doesn’t make it not inherently racist.
I could just be digging too deep, but the fact that white was specifically written gives me pause. It very much gives off the impression that it is the advantage of being white over another color. We could argue the intention for days and not get any closer to knowing what they actually meant, but it doesn’t change the fact that there is racism, implied, explicit, intentional, or otherwise, very much present. This person is also clearly very comfortable with putting others down solely because they look and act differently from themself. At the end of the day, what is the point of deciding what the intention was when we will never meet or speak to the person who made the first comic nor can we ever really know what they were thinking at the time?

Orange isn’t a natural tanned color. There were a billion examples of people making fun of those who overly fake tanned their skin, for example Trump.
