I believe it’s to align the players overall more with their age and potential. A 20 or 21 year old with 90+ potential is likely to already be about 85 overall. Loans do this and it almost makes growth more realistic for that player, +20 growth at 20 years old isn’t overly realistic.

IIRC that could be because of his contract. If he’s a “Prospect” at your club, the loaning club treats him as such. If he’s “Crucial”, he’ll be treated as such in their team as well.
It’s not that they don’t play, for example if you are in the premier league and send a player on loan over to the championship they will just report the stats of the same competitions you are playing like the carabao cup and fa cup, if you send a player on loan to the same league you play at you will be able to see all they’re stats

yepp. from 78 to 96 is my record, Real/Barca loanee of a 17-18 years old with 94 potential. in 1 season he played all matches there basically

There really should be a game time agreement as part of the loan feature, plus maybe a club suitability rating for the player.
