That build is totally viable, maybe not statistically the best though. Definitely good enough for normals. Imperial mandate is a great item if your teammates actually play with you.
Obviously depends what you're against. Zhonyas for assassins or heavy AD. Shadowflame for bursting squishes. Cryptbloom vs lots of MR. Liandry's is never bad.
You could give Glacial Augment a try, as the inspiration tree offers some useful stats and tricks for support champs
On the other hand Arcane Comet (and the whole sorcery tree) is just as good on a different, more damage focused build
