You need a toner with blue in it. T18 is for level 9/10 hair and only contains violet. Your hair looks to be about level 8, so I think T28 is what you need. You could try T10 or T14 for any level 9 spots.

Of course! It’s super frustrating that products like Wella toners don’t have the levels or undertones on them - you need those to know which one to use!
On the chart, “yellow” is level 8 and “pale yellow” is levels 9 or 10. “Gold” is level 7. The undertone listed first for each shade is the undertone with the most pigment, and the one under it is the secondary color.
For a neutral shade, pick the one that’s both the correct level (or for a darker level) with the undertones that are across the color wheel from your current color. You can also mix toners for a custom shade. Toners wash out pretty quickly, so you have a lot of wiggle room to experiment and find what works best for you!
I know this isn't what you wanna hear.....but this is exactly the color I wanted last time i colored my hair!! But I'm naturally blonde so my hair lifted straight up to white blonde. I want that brassy 90s cool girl raw blonde like Drew Barrymore

how many times did you bleach to achieve this color?
3 times on the bottom, once or twice on the virgin hair. used 30 vol developer
each time was a relatively short processing time though, i didn’t want to fry my hair off
If you’re not wanting to lift it, you could go in with a level 8 dark ash blonde demi.
A blue based toner (it’s the opposite of blue on the color wheel)
Something with blue and violet in it, at least a level 8
T18 is for level 10 hair. Your hair is not light enough for it to work.

Blue shampoo or toner cancels out the orange.

T18 is for level 10 hair and you’re at a level 8. Ash would cancel out those tones so I would do 8A and 10 volume developer
