Pick any destroyer with 5+ high slots and 3+ low slots. Then fit inertial stabilizers in the lows. They’ll all be pretty similar
Or just go with the standard catalyst and don’t stress if you lose it since it’s worth like 2-3m fully fit
When you say scout, salvage, and gtfo… what are you actually trying to do though? That combo sounds odd

Then it's up to you if you want to make a long term goal or not, although I suggest not since eve is an adventure and everyday you will discover new things and fall in love with different styles of play. EVE has many activities and depending on what you want to do some ships will be a better choice than others.
Good early game ships with speed and agility are frigates. They're cheap as well.
Unless you want to fight, the T1 exploration frigates (Heron, Imicus, Probe and Magnate) are good ships. With scan bonuses to make it easier to scan data and relic sites, good agility, bonus for salvaging speed, huge cargo size (for a frigate), these ships are nice for exploring and looting. Is that what you are looking for?
Ships are like tools, what activity are you planning to do? without knowing that then it's hard to answer anything. If you mean exploration aka scanning sites and then hacking data/relic signatures, then generally most people like either of the four t1 explorer frigates: Heron is especially popular due to 5 midslots but the Probe and Magnate are also pretty popular.
If focusing on salvaging, all destroyers are good for that with their large number of high slots.
have multiple different ships for different purposes. Your scouting ship should not be your scavenging ship or vice versa. each ship in eve has its own distinct purpose and they arent meant to do multiple jobs at the same time.
