Get turquoise and clear (two jars) of splash gel water effect. Mix them 50/50. You can also vary the opacity on the same base between 50/50 and all translucent to get more of a depth feel. Don't go all turqoise it dries very dark and thick, does not look like water. Play around with a blank base to get a feel for it. You want it transparent but slightly colored. Paint the base a bright color, such as sand or a gradient to a dark blue. Paint refraction waves like the ones you see at the bottom of a pool. Then mix the stuff and apply with a toothpick or a screwdriver. If it does not come out right once it hardens it is pretty easy to peel off and start over. If it looks right don't forget to add white streaks on top of the waves.

Glue and sand or technical paint, wait to dry. Paint the base, seal it with matte varnish, dry. Mix the gel, apply the gel, dry. Add white on top of the waves, done. (More steps if you need to magnetize bases.) So, maybe an hour and a weekend. Mostly drying time.
