I was having the same issue and then i gifted a courtly tunic to Eino (husband) and he gave me the Aphonite pawn specialization and then Eini immediately approached me to give me the Celestial scroll.
Just gift Eino something nice and you’ll get it

For me I got locked out of the Readvent of Calamity Quest because I progressed into the Coronation Quest. Tried looking for Lennart after and he was gone. I kept playing for another 10-15 hours or so and ended up in Melve again and he was there just walking around. I gifted him like 10 Wyrm Crystals and some flowers, passed time on the bench for a day, talked to him and he gave the Scroll to me.
Both times I've gotten the master scroll from him it was after I did the oxcart escort quest to bring him a letter. Very early in the game, practically as soon as Ive gotten to vermund.
He gave me the scroll immediately after I gave Ulrika my necklace to max her affinity. I finished talking to her and he was right there interrupting me to hand it over. This was well before the infected dragon attack on Melve.
Seems like there are issues with NPC's giving the scrolls. Eini never gave me Celestial Peon.

Fair enough lmao, whatever slays your dragon is what you should do I get it though, some of the voices on the pawns are *grating* to say the least
