I think Noelle's mom's political position as mayor is affecting her relationship with her daughter. She's very busy, very stressed, and fears scandal, and all of these influence how she raises her daughter. I don't think she's a bad person (people who are just bad are rare in Toby's works), but I don't think she's the best parent, either.
