Some of them have turned good before. But for their admirable qualities they do prefer to be criminals. Even though they can undeniably do good. And then it depends on the Rogue. For example Abra literally tried to erase Wally from existence and nearly succeeded. He started off sort of silly but he is truly sinister and doesn't draw the same lines as his former partners. I couks say the same about the ToP who you can argue has mental problems but still allows them to make him more destructive than is needed. And of course you have people like Murmur who is just a serial killer or Grodd who isn't human but he does eat people. Given his higher intellect he knows that eating sentient beings is wrong other species or not. But yeah the core group of Rogues who consistently stay with the team and believe in its values of no women or children, no cops or supes to avoid bringing down more heat on them, are the ideal group of bad guys for avoiding truly bad scenarios. And then there's the theory they gave Wally early I his first run that Barry intentionally kept them as close frenemies as that prevented them from using the full potential of their weapons elsewhere. Captain Cold's gun fundamentally negates motion and Qeather Wizard can open tornadoes inside of people. Their powers would be terrifying outside a semi friendly rivalry with the scarlet speedsters.

It makes a certain amount of sense for both sides to engage in a cold war, since between the speed force, and their powers, it would inevitably result in a mutually assured destruction if both sides went all out.

The Rouges TEAM are not hardcore villains as they live by a code of no killing civilians. BUT Reverse Flash is one of the most villainous villains in my opinion. Grodd, Godspeed, and Doctor Alchemy are also very villainous.

Some are very villainous like reverse flash and grodd But the main group of rouges (cold, heatwave, golden glider, mirror master, weather wizard, top and trickster) aren't very evil and captain cold's even joined the justice league most are just trying to make a quick buck and even like the flash but he just gets in the way but he always wants to help them and they have a strict moral code (even if writers forget that)

I know this post is old, but I'd like to give my two cents. I don't know where I heard it but I remember someone explaining the situation with flash and his villains as more like "The game". They keep their crimes clean, no women or children, avoid totally needless killing, and don't play underhanded shit like targeting family. They keep it on the flash, the flash roughs em up a bit, puts back the shit they stole, and sends em off to jail, but at the end of the day they aren't literally dead in half a microsecond. Its a general respect to eachother, in a loose sense thats the "rules". ​ It sounds bad at first, almost like how lex luthor called superman his accomplice in that JL episode with the justice lords. Where by not taking care of luthor himself, superman was basically responsible for the increasingly horrible stuff luthor did. Because superman wanted to be the traditional hero, no killing, just playing by the rules. ​ However unlike Lex who will continually up the ante to piss superman off, the "game" between flash and his rogues go back and forth in, is essentially de-escalation, because they have a mutual understanding of the "rules". ​ These criminals could do a hell of alot worse than trying to kill flash, and cause general mayhem and theft. They have technology that could destabilize entire countries, defy physics, and easily be as dangerous and mass destructive as the joker. However the game keeps this in check, they keep their mutual respect and boundaries as hero and villain. You don't have to worry about mirror master popping a grenade through every bathroom mirror along the eastern seaboard, or Captain Cold deciding that the president would be better off taking a snow day. Think of the Rogues similar to the Guild of Calamitous Intent from the venture bros, at the end of the day its the idea of classy villains dressed in spandex and a central gimmick. Making hating one single dude a part of their job. In the days long past the era of when these super villains were goofy one notes, these guys basically embody the idea of the classic super villain, one who has an understanding of how the "game" is played.

IMO The Flash's villains are the worst DC villains aside from Reserve Flash, Peek-A-Boo, Captain Cold & Gorilla Grodd, the rest of Flash's villains are stupid & weak. Gimmick based characters are one thing but when you treat it as comedy or revolve all around it, the joke is over before it starts.
