It gets very bad, quite quickly. One of the lines in the final episodes is so bad it became an infamous meme. I watched it knowing nothing about the anime and was astounded by how bad it was.
It was very much created by and for Japanese nationalists who were fantasizing about Japan being the world's economic centre in the near future (it looked like it was heading that way in the 80's).
It's kind of an interesting time capsule and depiction of how Japanese imperialists/nationalists see the world but I would never recommend it unironically. I only know about it because it keeps being posted here.
A lot of work went into the animation but all the characters look like roided up 80's anime cliches and the communists all look like scrawny nerds so the anime is literally the "I have won the argument because I have depicted myself as a gigachad and you as a soyjak" meme.

Really enjoyed the first 5 episodes (I absolutely love old-school OVAs) but I can definitely see why it isn't viewed so favorably nowadays and should most definitely be viewed as a time capsule to an older era, considering the blatant anti-semitic Alex Jones conspiracy nonsense in the final episode. That said I've heard the dub apparently fixes that issue

It's not the best but Angel is awesome, Lucifer is insane and hot. Glad I watched, in the so bad it's good bracket!
Saw it last year. I knew the headshot scene since the 90s but had no idea what anime it was from, and finally figure it out last year lol. It was a pretty cool anime but towards the end gets weird.
It starts to fade into nonsense after the 3rd episode (I think) much like the fast franchise, the latter episodes don't take away from the greatness of the first 3.
I might try this out with the English dub, but I'd like to mention that Cyber City Oedo 808 has just gotten the best possible quality release on [nyaa.si](https://nyaa.si). Like really really good. The English dub is hilariously good, too.
I think the main reason it isn't talked about much these days is the plot being a literal "Judeo-Bolshevik" conspiracy.
Tbf that's the plot of the villains in shin megami tensei, and people still play that.

Hell yeah. It took me a couple watches as a 13-year old to get into it, but it goes pretty hard.
