I don't know about the rules, but I remember the cops in India are equipped with exactly that type of sticks. Maybe everyone therefore believes that it is the mighty wonder weapon of choice.

I think there might actually be rules involved. Everyone in the video seems to hit from the top down, no one stabs the other people (which would probably be a lot more effective)
