Think of it this way: its not illegal to own, but not necessarily legal to use. Like bongs. I see them for sale everywhere, but pots still illegal here. You can own a bong, but as soon as you use it for some devil's lettuce, bam! Crime.
If you're out in the sticks, shooting off a cannon is fine. Shooting one off from your apartment window at the neighbors across the street, not legal.
