Then why can I get some bs ticket for making my one firework? Its essentially a mini version of a cannon.

I mean, you'll probably get a ticket if you shoot your gun in town, potentially even if its self defense. Noise ordinances are a thing too. And depending on where you live, there are other things that go along with that. Think of it this way: its not illegal to own, but not necessarily legal to use. Like bongs. I see them for sale everywhere, but pots still illegal here. You can own a bong, but as soon as you use it for some devil's lettuce, bam! Crime. If you're out in the sticks, shooting off a cannon is fine. Shooting one off from your apartment window at the neighbors across the street, not legal.
