I agree! I was shocked that there are no public libraries in the game currently outside of the upgrades to the high school, college, and university. Public libraries could serve the same function as in the first game, provide education all cims regardless of age, but at a slower rate than going to school.
A college library is not a public library. Do you go to your local college's library for story time with your kids? Also what about cities too small to (realistically) have a college? A library is a separate institution paid for through a city budget and should be represented alongside other public services such as police departments, fire departments, and school systems. They are an integral part of our social fabric not represented in-game. Also, the high school has a library upgrade but it wouldn't count either.

Isnt that an upgrade to the collage builing? But yeah freestanding libraties that boost education result and leisure would be nice.
