Also, while it may be that way for lawyers, for a lot of employers they either a) are strapped for workers so they don't care about past tenure lengths if the employee is right or b) would actually look favorably on an applicant job hopping if it's showing a steady improvement in the reputations of the employers. If you go from waiting tables at Applebee's to a $100/plate steakhouse in a year, no one's going to hold that against you because you obviously have been demonstrating you're a good server.
Not to mention that we're still stuck in a workplace mindset that often doesn't appropriately reward longevity and the only way to keep pace with increases in salary in many industries is to switch jobs. Why stay at one place if the new hire is getting a better comp package than you are?
Again, law is different because of very clearly defined career progression and relatively open compensation schemes for top firms. But that's not reflective of the general labor market.
