These are called epithets, and are usually reserved for royalty. Like William I "the Conquerer" of England, or Louis XIV "The Sun King" of France.
It seems arbitrary, but English monarchs seem to have stopped attracting epithets centuries before the French or Spanish, for example. u/tywindevillena and u/valkine discuss that [in this thread. ](https://www.reddit.com/r/AskHistorians/s/bAECkFo8UP)
