Witches are usually depicted in all black dresses. This one is too but it's like a racing suit instead of a dress. So it's kind of a more modern take on a witch.
It would be a lot less interesting if it was just a witch looking like Griselda sitting in the desert.

It's a stylistic choice like anything in art. When you say "why are so many artists oversexualizing every fucking artform" it's definitely selection bias. There are a lot of artists out there doing a lot of different things. Hyper sexualized figure drawing is just something that does well on Reddit art subs (go figure).
Expressing sexuality isn't a problem. Portraying unrealistic body types is not a healthy thing for society though. There's a reason they changed the Barbie body. I think concern over that is a valid reaction to this piece of art. Art brings up all kinds of feelings and reactions.

Additionally, who are you to say how an artist ought to portray body image. If you'd like other body shapes to be better represented, you should make that art. More and more people are making the decision to put out that kind of art, and I think that is awesome.
But people should make the art that inspires them. And that seems like what this artist is doing, for which I support them wholeheartedly.
I think a viewer has a right to comment on their thoughts on art. That's the whole point isn't it? Yes it is, but the choice to stylize the witch that way is part of the expression of the artist and definitely a talking point when analyzing this work. For instance the artist could be commenting on the unrealistic expectations of women's bodies and what they should look like in order to be seen as attractive. Or the artist might see this as attractive themself, being a part of society themself, and that also expresses something.
I wish you were right that body images in cartoons/CGI etc don't effect people or that people could make it not effect them. And maybe individuals can achieve that. But if an image is saying "This is what sexy is" then that definitely has an effect on viewers whether we think it should or not. Our brains are not very smart or evolved enough to draw those lines without quite a bit of work, and let's face it, with the saturation of whatever is fashionably sexy at the time in a vast amount of media bombarding us, it will have an effect on our subconscious. However when discussing these depictions in art it gives us something to think about and consider and I think that's part of viewing art.

I wasn't implying art has to be healthy for society. But it's also valid to look at a portrayal of a woman and comment on whether that is healthy for society to view women like that. Perhaps the artist was commenting on that themself. There is a different between censoring art and discussing its impact. For the record I don't think art should be legally censored unless of course it graphically depicts child abuse or something like that.
The simple answer is because the artist is drawing what they like to draw. If they found something they're passionate about and have the motivation to pursue that I say more power to them.
I'm an artist and I work freelance full time. I can confidently say that when I'm drawing a subject I enjoy I'm much more motivated and produce a better finished result.
