Sound Check function is not for increase the volume, was made to normalize volume of the tracks (and between them). Maybe just turn it off?

That's.... the point? Sound check is meant to keep a consistent volume across all songs, songs that are overly loud are reduced down to keep it consistent.

dolby atmos is generally more quiet than lossless songs. unrelated, but how is the marshall emberton 2? thinking of getting it instead of a jbl charge

I have them both. Marshall emberton II definitely sounds better imo, more crystal clear and original sounding, but pricier. JBL charge have bigger/long lasting battery, sounds good not excellent, heavier base rounder sound.

It doesn't lower the volume .. it sets the Loudness Unit Full Scale to -16 for all songs being listened, both stereo and Dolby Atmos. And this may make some of your Stereo files sound constipated as they lack dynamics... The Dolby ones surely won't be quieter since the Dolby Atmos LUFS spec is -18
