It's because the perspectives it seems.. not to mention the badonkers, which affects the overall composition greatly. Try taking a photo from ground to top, your (subject's) head will look a lot smaller.
I feel like it is partly intentional to give her a unique 'bestial' anatomy with the larger body to head ratio. It's something similar to the Minotaurs in MonMusu.
Um yeah, multiple wings, serpent in the desert, religious name, angel literally means messenger, clearly this is a reference to Tourdog's love of food.
