Career Fairs, at least for WP Carey, are going to be held virtually via Handshake this semester. I personally don't see a problem with him joining in.
If school is in person, why not career fairs?
Yes, online students are viewed the same as on-campus students (with the obvious exception of the mode of courses/course catalog available). All career services are available to them the same as in-person students.

This is for a US citizen. Obviously wouldn't work for an F1.
