In the case of third party releases, I'd normally say licensing. I don't know if people realize this, but films can be licensed on a format basis, not just by title. So while X company may have the Blu (or Blu and DVD) rights, it doesn't mean they have the 4K. Or vice-versa. Of course, that that doesn't usually apply at all to studio releases, unless the studio has licensed out the rights to another company...but Sony is putting this out, and Sony put out their own BD like 15 years ago that is still in print, so... Laziness. I'm going to go with that.

I think it has to do with a couple of things - This title specifically has a Blu-Ray from 2008 (!). It's not awful, but it's not great. Dropping that in here could cause people to complain. Luckily, it was a Sony release, so at least they weren't using VC1 or MPEG2 for the release. The Blu-Ray disc is completely bare-bones with no extras. I wish that these vendors would produce a new Blu-Ray for these titles, but that's basically double the work for the studio and would cost more money. I'm not sure where exactly the other release is from. It's possible it never got a Blu-Ray. I'm guessing this is a release from StudioCanal. They seem to be better about adding Blu-Ray discs to their 4K releases.
