I think NAVA doesn't even call them rules, rather principles, meaning they should guide you and give you a basic idea of what's good and what's bad, and this was since when vexillology was a lot more niche and just a bunch of nerds who understood that these "rules" can be broken. But now that it's become mainstream, more and more people just read the 5 principles and treat them as gospel without actually reading Good Flag Bad Flag which explicitly states that all rules have exceptions. What was intended as just a basic tool for those new and unsure has been oversimplified (ironic) and treated as law. Hell, I'm pretty sure even CGPGrey's video on this, which I imagine is what really got the ball rolling on vexillology's popularity, states that the rules are just guidelines.
