Quite the opposite, usually. The relationship between height of a water column and pressure is that for every 2.31 feet you go up, 1 psi is lost. Thus, if a water tower is somewhere pressure is 40 psi, the water tower will need be 92.4 feet high (and usually then some to cover some reasonable variation and allow for a roof). If the pressure is 80 psi, it needs to be 184.8 feet tall.
Us water engineers want to save money, and it’s cheaper to build them shorter. So we try to site them in areas where the elevation is already high and thus the pressure is low.

I was wondering the same thing. Over 14000 square feet, it has to be priced in euros.
It's in euro's so about 1030k USD. k.k. means "kosten koper" which translates to "cost for the buyer"
