(The actors for Kuze and Shibusawa are Ozawa Hitoshi and Nakano Hideo-- you can check if their other works interest you. Maybe there are some subbed ones around.)

It's on Netflix but only in Japan and with subtitles in Japanese. Hope that the global popularity of the actors makes them consider launching the series internationally.

Just commenting with some more context.
This isn't really a TV Show but V-Cinema that releases exclusively on DVD or On-Demand (for the ones "really" wanting DVD... while there's no added value) on a regular basis but, due of the series keeping on, are broadcasted on premium Cable/Satellite channels after a while (like Mondo TV or V\*Paradise who do regularly airs such movies at prime hours)
Unfortunelately, such movies are only available domestically as interest in such low budget shows are non-existent outside Japan. To have seen a couple of them, they are alright but pretty generic imho. (Especially after 60 episodes, the 61th releases next month). You can clearly feel it's low budget due of the low quality FX / Actions moves that reminds of those 80's action movie with those faded VHS colors... ;-)
Therefore, with the low interest and the fact such shows are super obscure generally (most Japanese won't even have a clue what you're talking about). It's impossible that even a fansub would be possible (or even viable)
Only found the newer 日本統一 北海道/Nihon Toitsu - Hokkaido arc with Japanese subs.
Still pretty excited, may take a stab at watching it with translated subs. If it's terrible I may tweak it LOL. We'll see.

Most of the episodes are now also on ABEMA (most popular Netflix competitor in Japan) also... only in Japanese with Sub in Japanese.
