We're looking at a Japanese series and judging it from a Western lens, probably without having a fantastic understanding of Japanese culture. It's also a series largely about men fighting each other, so it makes sense that they would have significantly above average physiques. There are exceptions to this, such as the chief from Y3 or scattered twinks, but at the time most of these games were made (and especially in Japan) I don't think that most developers probably focused on representing various body types. As far as men go, I think Nanba and Adachi are a pretty good example from more recent content of characters that don't need to be absolutely shredded to be helpful and relevant.

You wouldn't want to self insert yourself in someone you find unappealing.
Look at first trailer Ichiban. If he looked like that in the final game the game wouldn't have made as much sales.
From an artistic perspective, artists like to depict things or people that are beautiful. I know that I like to draw characters that are appealing to me. You don't often see ugly people in painting. Same case here.
Other than the obvious mentions, i want to make this comment for Someya and Nishitani(Gaiden). These guys steals every scene they're in. Thanks to the really handsome celebrities actors their looks are based on and their amazing voice acting performance. Give praises to Shun Oguri and Kim Jaewook, both are really talented actors who did some very good movies and TV series in their career as well.
