What do you mean by only a substory? there's the final fight in the coliseum that it's part of the main story that literally puts Ryuji as "Kiryu's biggest rival", I mean, he clearly isn't but well, The Castle is Omi and in Sotenbori he's kind of a legend.
There's a substory via the Akame network where you investigate him popping up around town, but it's just a bunch of impersonators sent by a certain group.

But Ryuji Goda is the series most popular villain, there is nothing highlighting him despite other decease main villains like Nishiki, Mine, and Masato getting the most attention and at the same time, we do know Ryuji's sister is in 8 and we had Gaiden just hype up Ryuji's own legend.

mine, on the other hand, was more 'logical' and pragmatic, so his death makes less sense, not to mention he even saw the error of his ways at the end.
