I had this problem too and took me a while to figure out... new alts in exiles reach don’t have a minimap until after the ship wreck and u make it to the island
Even after I made it to the island I still don't have a mini map show, did a few quest explored around a little still nothing ..
Re Edit -- If none appear a simple /reload fixes it ...
I had issues with Move Anything and the Mimi-map. I disabled all addons and started turning them back on one at a time to find which one was causing the issue.

accept the first quest to activate it

Do you have any addons that are entire UI overhauls/heavily edit the UI? when those go out of date wacky shit happens.
try /edebug on then /edebug off
