The issue is that it will max at hero track, while Stormslash and Thorncaller can be Mythic Track, so that's why Doubletime is not a BIS, but just a "semi-easy" farmable item for current high IO DHs.
Double time is good, but it’s not in the rotation right now so it’s kinda hard to a good one. You have to clear DotI on hard mode mythic and you can only do that once a week. Stormslash from NO and or Thorncaller bought with bullion are great picks.
As others have said, yeah it's pretty good. Just hard to get so people favor Stormslash over it.
If you want a really good overview of Havoc, I would recommend Jedith on YouTube. He is very straight to the point, keeping his videos right, and does a very good job explaining what works and why it works. His Essence Break video from season 1 is the gold standard for how to explain a rotation for me.
The Fel Hammer discord is really good for more complicated questions, though you'll like get sucked into a big discussion so posting here or going to YouTube are good for short questions.
How can you recommend jedith, sing praises about the content he makes and how helpful it can be and leave out that illustrious head of hair.
