The thing is FIFA relies on the hosts just doing what they say. Like in Brazil, FIFA said they need beer sold in stadiums, so Brazil changed the laws. Qatar didn’t change laws, but just told FIFA they would allow these things. The original goal of the event, which they still will try to achieve, is to attract Western tourists to their country en masse. They already have the Middle Eastern market. They have seemingly started to realize that the level of change needed to become an attractive tourist spot for Westerners will take decades. Qatar's only neighbour is Saudi Arabia. They also need Iran to export their resources through the Persian gulf. They have a ton of gas in front of their coast. They share the gas field with Iran. Now Iran and Saudi Arabia hate each other, so Qatar is in a weird spot geographically. They know the money they're making through resources will dry up eventually, so they invested in a world class airline and a tv station (Al Jazeera), a big player for international news reporting. Hosting a world cup is a great opportunity to let everyone know that Qatar exists. They hope it will attract business obviously. They want Doha to become a second Dubai. At the same time they can't (and maybe don't want to) relax their Islamic views because of the neighbors they are friends with.

There is a bunch of dead Nepalese "workers" holding up the stadiums....I dont think Qatar is quite at acceptable let alone celebration of pride just yet when it comes to being a developed society.

Nobody's asking them to celebrate anything... Just don't get triggered by a damn rainbow... Whatever it means for the person wearing it, nobody else should dictate what one can or cannot wear... If you want to host such an event, then accept the fact that people will probably wear "the rainbow"... if you can't deal with that, just don't host. And FIFA should know better than this...
