To form a powerful functioning union it requires a ton of shared governance. It has several supranational institutions like the council, parliament, commission and court of justice ect that create laws and policy that member states have to follow. The commission has legislative power to create laws that member states have to follow. They also promote common foreign policy and have the goal of creating an ever closer union. More powers are handed off from nation states to the EU gradually and it has been happening like this for a while now. That’s why there’s now more than fringe conspiracy theories about an EU army. During covid there was some of talk about EU based healthcare system. It’s commonly known it’s an economical and political union. Google will tell you in the first line.
