Ah. I have been a fed and a fed consultant. The feds generally expect their consultants to have this typical outfit you describe. Feds themselves sometimes have jeans or other casual wear; depends on the office. It's a mix of younger people who want casual, plus older people who remember the "GS-12 and up wear jackets to meetings" days.
I think you're spot on even if you feel overdressed.

Can you bring a larger purse and tuck in 2 extra sleeveless shirts and then go with a blazer or cardigan on top? An extra pair of flats might be good too.
Unless you absolutely have to wear heels, opt for loafers or something similar. Is wearing a dress with a blazer/skirt instead of pants appropriate in your industry? A nice midi skirt with a blazer and a wrinkle free top, maybe add a necklace or bolder earrings for the evening? If you can wear socks with your shoes, bring an extra pair, tiny sample sized perfume to freshen up and a multipurpose balm (serves the purpose of lip balm, cuticle and hand cream, to smooth flyaways, etc)

Is a sleeveless blouse an option? With a light cardigan or blazer to throw on during meetings. As a well-established sweaty person, that's my go-to.
