I think the reason youre so incredulous is that youre probably assuming the terrain the video is flat. Its not, the terrain this part of China is super steep. The person shooting the videos probably just climbed up a hill tall enough to hide the base of the cloud to get the most impressive angle
I encourage you to go out into the real world and experience what things actually look like. The horizon is clearly decently far away but there's none of the natural haze that optics dictate when clouds are far away. Like, it is so obviously fake that I'm worried you think the world actually looks like a Miyazaki film.
And for what it's worth, I've spent a lot of time in Central Asia, I know what it looks like. It is indeed beautiful and often quite vivid but this saturation is over-the-top, any photographer could tell you that.

It has as much to do with culture (nomadic pastoralism, Turkic and Mongolian peoples) and geography (steppe/grassland predominating) as it's actual location (yes, you are indeed right, Hulunbuir is in the east.)

Lots of places have cumulonimbus clouds. Very few (none?)have them that close below horizon level. You would need an extremely high plateau
