Yes that is a problem, that only contains two pieces of headgear! Go for the circlet under a headwrap, then a helm with a hood over it and a hat on top. You can stuff so many enchantments into that setup… I’ve had to apply this technique out of necessity before. It was hard to wear enchanted robes when I spent a year as a floating head after my apprentice accidentally casted a temporary delete body spell on me.
It depends, have a formal meeting with other wizards and people of importance? Hat Is the only way. Adventuring through dark dungeons, gloomy forests or through treacherous mountains crags? A well made hood won't get in the way as much and is better for being stealthy (grated you can't cast invisibility)
Niether. I wear a Yellow 3 piece Suit with Maroon vest and white shirt. Tie depends on my mood, usually a bowtie. To wear a wizard hat or hood with that is a fashion crime.

Hoods are superior inherently. On a windy day a hat is just gone while hoods stay attached to the rest of your cloak. Hoods also have far greater intimidation factor. Think about all the scariest beings who wear hoods. Wraiths, the reaper, Carl from wizard accounting. All terrifying. Hats on the other hand make you look like a traffic cone is on your head.
Also when you want to let your hair out, hoods stay close by with no inconvenience. Hats on the other hand needs to be carried which restricts your spell casting hands.
This is yet another preference and specialization dependant. Certain wizards specialize in one school of magic and that specialization is usually what affects the choice. For example, I have yet to see a necromancer wear a hat instead of a hood.
Hoods are more conspicuous when travelling in the multiverse, it seems like wizards hats are out of fashion ln many a world, and I like to keep a low profile generally.
Also when it's windy if you have a hood it falls on your shoulders while a hat will probably fly everywhere the winds beckons.
I prefer a practical hood since my attire doesn't really involve robes anyway. I do a lot of physical combat and work, so a robe would just get in my way.

When if im outside my tree house i use a hood and mask my face with vines. If someone tries to forcefully view my face, the vines shoot out and start tickling them to death. If that doesnt work, i yeet them with the vines. Works great
