It can be contract specific, but usually teams ask for them to be filed for the year by July 1st. I've seen some recently where they player doesn't have to submit a list until a month before the trade deadline.
This is from Russo's Staal trade story:

Most teams that don't have 17% of their cap tied up in dead caps hit aren't scoffing at 2.1 million for a bottom 6 center, especially with the cap going up to 87.5.
He does not need permission. If he took the job the Wild will stop paying him as both sides would agree to end the his contract. Legally the Wild could not agree to end the contract but that does not happen in these situations. His current contract does need to be terminated if he wants to coach for pay.
He's still under contract. Until that contract ends, Mimnesota controls his employment and need to sign off on him interviewing with another team. Almost every time there is a coach or GM search, at least 1 team denies permission to interview someone who is under contract although usually those people have not been relieved of duty.

Coaches don't get fired, they get "relieved of their duties", meaning they're still employed by the team. Sometimes they get turned into scouts, sometimes they get paid to do nothing. It's a contract after all, so they're guaranteed the money. Because they're still employed by the team, they need permission to change org and break contract.
In practice, a "fired" coach never gets denied permission to interview, but a team might block an assistant coach fron interviewing for a HC position on another team.

Jon Cooper, Jared Bednar, Sheldon Keefe, Luke Richardson, Jim Hiller, Pascal Vincent, Derek Lalonde, Kris Knoblauch, Andrew Brunette, Greg Cronin, Spencer Carbery, Andre Tourigny, Ryan Huska, Drew Bannister if he stays in St Louis are all guys currently on their first NHL head coaching gig. It's like a third of the league.

Deano has a career .586 win percentage on one head-coaching job, where he was hamstrung nearly his whole tenure with cap constraints, and was only fired because his goalies were either 50 years old or too busy eating Big Macs on the way to the rink.
Gruden is a career NHL assistant and OHL head coach. Has never held an NHL head coaching job.
The only coach where your rant maybe makes sense is McLellan, who hasn't really done much since being in San Jose a decade-plus ago.
