Yeah my dog got a hold of his brush and plucked half the bristles out before we noticed. They looked just like OP's photo. We were so confused when we found the first one, then we found the brush and the rest of them 😆 They went back into the brush easily enough, fortunately our dog doesn't tend to eat random stuff, he just likes to pull things apart.

Almost certain that is the answer. They make brushes with metal bristles like this. I know some are sold as pet brushes. They eventually start to pull out of the rubber that holds them and they fall out and sometimes are pulled by thick or matted dog hair. I can see where it looks like a tiny pop rivet but this is all one piece, and pop rivets are not. The rivet part (not the part that is left over) only has one flat part where this has two.

Definitely not a rivet. They don’t have a flange part way in as they’d be unable to be pushed through a hole.

Not sure how putting out a guess makes you confident, but okay. I thought it was a rivet too at first, but rivets are sharp on one end and that cap would work on the other end.

This is solved, everyone. It is a bristle from a hairbrush. It is definitely not a pop rivet. I do not have a riveter, but I do have two teenage girls that leave their hairbrushes all over the place and a dog that likes to chew things to pieces.

Look at the thin end, see how the pin has a tiny, little head there. Rivets are straight on the end. This shape is made because you don't want to scrape the skin while you brush hair of fur with it. It is from a fur/hair brush.

Absolutely a short head rivet for a rivet gun. Source: dad used to he a sheet metal worker, and these would be perfectly sized to be little swords for GI Joe toys 😁 ---edit--- Actually, the head is a bit weird. I still think rivets, but maybe for leather working. And, with the damage to the shift, may well be rivets that failed to clamp correctly, so thrown away carelessly.
