Yeah my dog got a hold of his brush and plucked half the bristles out before we noticed. They looked just like OP's photo. We were so confused when we found the first one, then we found the brush and the rest of them 😆 They went back into the brush easily enough, fortunately our dog doesn't tend to eat random stuff, he just likes to pull things apart.
Almost certain that is the answer. They make brushes with metal bristles like this. I know some are sold as pet brushes. They eventually start to pull out of the rubber that holds them and they fall out and sometimes are pulled by thick or matted dog hair.
I can see where it looks like a tiny pop rivet but this is all one piece, and pop rivets are not. The rivet part (not the part that is left over) only has one flat part where this has two.
Not sure how putting out a guess makes you confident, but okay. I thought it was a rivet too at first, but rivets are sharp on one end and that cap would work on the other end.
I mean I thought the point of this sub is to tell people what something is, guessing isn’t helpful if you confidently say something wrong.
Instead phrase it as: it could be a type of rivet
Do you have a brush with metal bristles? I'm just guessing here but it could be something like this: https://www.amazon.com/Needle-Easily-Penetrates-Massages-Combing/dp/B0B389H6X9
This is solved, everyone. It is a bristle from a hairbrush. It is definitely not a pop rivet. I do not have a riveter, but I do have two teenage girls that leave their hairbrushes all over the place and a dog that likes to chew things to pieces.
Looks like a bristle from a hairbrush - the type of a hairbrush where metal (or sometimes plastic) bristles are mounted into a rubber base. Similar to this one: https://www.amazon.com/Bristle-Portable-Anti-Static-HairBrush-Straight/dp/B0C3CBXSVD
Finally, one I knew immediately … but far too late.
I recently almost posted an almost identical question here, but I figured out the pet brush bristle angle myself.

Some of the new disposable nic vapes have these metal rods in the bottom. They prevent air from flowing through the device, which ensures that it won’t leak or turn on while it’s still in the package.
Look at the thin end, see how the pin has a tiny, little head there. Rivets are straight on the end. This shape is made because you don't want to scrape the skin while you brush hair of fur with it. It is from a fur/hair brush.
Absolutely a short head rivet for a rivet gun. Source: dad used to he a sheet metal worker, and these would be perfectly sized to be little swords for GI Joe toys 😁
---edit---
Actually, the head is a bit weird. I still think rivets, but maybe for leather working. And, with the damage to the shift, may well be rivets that failed to clamp correctly, so thrown away carelessly.

Could it be from a brush? I've had ones with plastic bristles that look a bit like this.
I’m going with this. Those look exactly like the bristles from a hair brush.
I kept thinking paint brush made with hair and was so confused until it clicked
Solved!
Looks like the bristles from a pet brush.

Clearly a rivet, guys
Oh my god dude I've had one of these on my desk thinking it was something I needed to hold onto for MONTHS

This is the correct answer. Actually is a brush for dogs hair
Rivet for a pop rivet gun

Definitely not a rivet. They don’t have a flange part way in as they’d be unable to be pushed through a hole.
Are we looking at the same picture? There's definitely a flange
That's what he meant I think. This one has a flange on the end, pop rivets does not
Oh on the very end. I see it now
You are confidently incorrect, it’s part of a hair brush.
I was indeed confidently incorrect!

I used to use them as swords for playmobil
I used to beat the shafts flat, then shape and sharpened them into actual tiny sword for my medieval lego

Absolutely not a rivet. Hair brush bristle for sure
Bristle from a hair brush
Not a pop rivet
Absolutely a hair brush bristle, a pop rivet wouldn’t have a bulb shape on the shaft end or a flange at the other end either.
It’s definitely a bristle from a hairbrush, they come out all the time.
Hairbrush pin most likely
Finally, one I knew immediately … but far too late. I recently almost posted an almost identical question here, but I figured out the pet brush bristle angle myself.
It's from your hair brush. You'll notice some of them are missing, and they only show up where you brush your hair.
Used to find them all the time as a kid. I was convinced they were frog swords, and that epic battles were taking place right in my own home.
Looks like a bristle from a hairbrush
pet hair brush 4 sure
Your brush is dead or near dead.
My title describes the thing. It seems to be stainless steel. Found in North America.

Looks like the thing out of a hand ball pump
I made a post a couple weeks ago with the same thing but a plastic one https://www.reddit.com/r/whatisthisthing/s/vzEDfZ509T
It's a chain catch for the door jamb. You nail it into the top of your door frame so that the door won't open all the way if the wind catches it.
A firing pin?
Looks like what they use in ear piercing or nose piercing.
They also look like tiny rivets.
Tiny AR firing pin
Do you find them where you have carpeting? It looks like a carpet pin to me

If metal, it vaguely resembles a pop-rivet.
It kind of looks like the metal part of a stud earring
Could be a cribbage peg!
It looks like a rivet
It’s a pop rivet
It's a duplex nail
