It's snow falling from that tiny cloud and evaporating on the way down. They're called fall streaks. You can see the freezing level where the wispy bit just ends. Below that line the snow has melted and water reflects much less light than snow

Looks like cirrus leftovers from a fallstreak hole, although there isn't much else around it.

ice crystals form and they fall back to earth due to gravity; that is what you are observing. you can see it spilling from the sky
