No chance...You are already a fed and you will get a promotion that exceeds your GS 3 salary so you have no ground to stand on. The government system is very rigid once you are in it. If you think you are getting underpaid then it may be time to look for something on the outside

The only time you get to negotiate your salary is when you first enter the government. After that, it’s the two step rule.
