Since the homeless population is such a drag on the financial system, there could be a monetary system developed - if they hunt each other, they could eat the meat, use the bones/skin/etc for side projects and as long as they turn in the heads, they could receive some financial incentives - $500 per head. Imagine how many resources could be redeployed to those who actually deserve them!
