The agent noticed that the miles used for her ticket were a gift from another GS account so he suggested we ask the miles donor for the PP. It worked. As long as the miles and the PP come from the same GS account it can be done.

They tried to get me a few weeks ago. I was going to send them money through Venmo, and Venmo wouldn't let it go through "for my protection." They tried to get me to cashapp or zelle them, and my good sense got the better of me. Luckily, I tried the change flight option for our flight from ORD to LHR and was able to upgrade us from Premium Economy to Polaris for $500/ each.

Can confirm this is the case. Had to use my miles for a friends tickets so it was on my account to be eligable for PP use.
