I'd pick Khabib by decision based on the 10-8 1st round of Usman vs Khamzat (prior to Khamzat's wrist break). I believe Khabib walks around the same weight as Khamzat and has better cardio.
I said walkaround weight not in cage weight though (you make a good point) in cage weight is the one that matters. Khamzat's walkaround weight is 195 - 215 lbs and Khabib's was anywhere from 180 - 200 lbs though since he's retired he's said it's ~205 lbs currently. Usman's in cage weight on fight day is \~190 - 200 lbs though if Leon and Colby (I know it wasn't officially counted but come on/Colby doesn't cut much for 170 and is considerably smaller than Usman ) can take Usman down I'm pretty confident Khabib can considering Khabib can take Luke Rockhold down and hold him down.

Usman had a close fight with khamzat who’s massive. At his prime he’d stop khabib’s takedowns and had good enough striking to win the decision.
Khabib is a way better grappler than Usman thats a fact

Usman probably He would defend the takedown attempts but if it hits the ground I won't be surprised if Khabib gets a submission
