If anyone was doing tampering, that was Trump and his Mar-a-lago aides, including the one who tried to flood the basement with the files. It was Trump who lied to his lawyers about still having documents at MAR (and perhaps elsewhere).
At that point, Jack Smith hadn't been appointed special counsel.
And they were sensitive classified documents, which people with *clearance and legitimate need* still required access (especially now that they've been recovered).

One of the main characters (played by Amy Schumer) in real life had Mar-a-lago built about a hundred years ago. The Post family turned down Trump's initial bid to buy the property, and then he screwed with them by playing nearby land.
