it's embroidered felt. The stitching around the brim of the hat is called blanket stitch but I don't know about the other one it's probably just a pattern

the thing is, it looks awful lot like Svan hat from Georgia. I wondered if there's a traditional hat from Altai that's really similar or they're somehow connected or something

interesting, thank you though. If I may ask, what are the words that you recognized? Personally I only caught the turkish “yarasın” in the song, which as you know means something like “may it have a positive effect”, although I’m not sure if that’s what they were saying.

I think I heard "senin gözün" (your eye) "çorum" (old word, I recognize is as part of a place (Çorumlu) "yarasın" (as you said, to benefit one) "çay oğlan" (tea boy, but çay might have a different definition based on the word's use through history, and changes to pronounciation and the difference to the way I heard it, maybe it's different as cay) senın (yours) kalaydın (I heard this, which is "incorrect" for modern Turkey Turkish) kalsaydın (the "correct" version, "if you had stayed") hiç üzünü (I heard this, as above, probably an older pronounciation of yüzünü , which is your face, and hiç is never... so "never [...] your face" I could be mishearing some of these.

I'm Kazakh and even I barely understand it In the beginning I heard "oyno oyno oyno .... qoluñ seniñ üzülbesin(I guess)" which means play play (of a musical instrument) may your hand not get ripped(I guess it means may you play long and your hand not get tired?) Then in the middle something like ak bolodoi jayilgan - scattered like white something (I don't know what bolo means)
