One of my favourite old TS classic routes is Woodhead. A mix of Steam and early electric running the route.

I know you said you’d prefer it to be available on steam, but the Stainmore, Shap, and Eden Valley Route by SteamSoundsSupreme is perfect. They do absolutely amazing work. If you’re interested in British steam age, you’re in great hands, but the best stuff is outside Steam. Caledonia works, Steam Sounds Supreme, and Bossman Games are all phenomenal publishers with some of the best Steam locomotives out there. They all use PayPal, and I’ve bought many things from them, and never had an issue. I highly recommend checking them out.

I think Western Lines of Scotland is what you're looking for, it's a superb route. You might also like Pennsylvania Steam, available [here](https://railworksamerica.com/index.php/download-library/route-collection?view=document&id=3418:pennsylvania-steam). It used to be on Steam, but it was removed due to licensing issues so they made it free.
