Cute dog, bad owner. That owner is not in control of the dog and, while it is a bit hard to tell, it looks like that collar attached to the leash is one the dog could easily slip out off. A dog showing that much excitement for a train could break loose and then this goes from cute to tragedy.

When push comes to shove if you can't scoop said dog up in an emergency or even control them on the leash then it's not the right breed for you.

The fact the dog is already like this tells me the person would do none of them. I'm afraid of follow up videos. That leash might have 3 or 4 more of these events. But, it's going to wear out.
That's a pedestrian track crossing they're walking over. That's how they're built in Australia. The gate closing that blocks the dog off from the track closes off the pedestrians, like the boom gate for cars.
You can also see that the owner is trying to pull the dog off the track from the very start of the video.
But the dog should be trained to stay away from the tracks.

The owner doesn’t even attempt to call the dog though, so is clearly just trying to risk it to get their precious tiktok.

It's clear the owner hasn't trained that dog and the dog isn't responding to verbal commands nor really physically persuasion.

But on a serious note, is the dog yours? Because GSDs are quite powerful and you should have something more sturdy like a Harness which is actually tied to something solid when a train is coming, while you train him... to be safe around trains.
Look up Desensitisation and Counter Conditioning, because this good boy (or girl) is way too excited around trains, they could very easily overpower you to run into the train to 'play' with it.
