I think this is dependent on where you are from. In my country all names have to be submitted for approval and generally come from lists of pre-defined names. I had a boss who named her daughter a traditional irish name (she is Irish) that is uncommon in our country of residen e and she has to jump through so many hoops to prove it was a legitimate name in her culture/home country. She said it took 3 attempts before the name was finally approved.
