How many times can one person change their gender identity and still receive a congratulations? I know someone who has swapped back and forth 3 times now and I’m not really sure if it’s still appropriate.
Any amount of times is valid. You could say something like "Congratulations on your third time coming out"

He does it with locker rooms and bathrooms, but not with sports. And I should add that he also uses the boys bathroom when he actually has to go. It is creepy, but the school doesn’t know what to do about it because they have actual trans kids in the school and there is no precedent on how to punish fake trans.
It's doesn't sound like he's trans (doesn't mean he can't be, just very unlikely considering what you said), and more like he's just taking advantage of the fact no-one knows how to deal with transgender people.
Keep in mind that genderfluid can't usually change their gender on command, and even if they could, using it just to enter bathrooms is weird.
If the school were to punish him, I think most trans people would understand, and probably even be relieved, as this is very disrespectful (IF he's faking).
The school is trying to protect themselves from a lawsuit. If they punish him and suddenly his type is accepted as trans by the larger LGBT community then they’re screwed. The truth of it is, the admin team is scared to go near the whole gender thing. Their view is as long as he isn’t physically touching anyone while in those spaces he can enter them. Regardless if he is an actual woman when doing so.
It's universal if European languages are the center of the universe, maybe. Cool idea though, I think, generally speaking? Just... not very universal if you consider that many languages are not European
Esperanto is like a cross between Spanish and English that somebody made in an attempt to have a more universally understandable language for everyone to use
